The 2006 annual meeting of cooperative development agencies is being convened by COPAC in Colombo (Sri Lanka).
This is the 5th meeting organized among agencies involved in cooperative development. These meetings aim at improving understanding on modes of operation (priorities, project selection, funding, reporting including assessments and evaluation), sharing information on activities, challenges and successes with ultimate aim to avoid duplication and improve effectiveness.
23 JANUARY
A dinner will be hosted by SANASA for the participants of the Meeting of Agencies together with the participants of the SANASA workshop on microfinance, "Create a vision for rural finance in Sri Lanka". The dinner will be held in Salon Anthurium of the Galadari Hotel. Invitations will be distributed at the workshop and information on the dinner will be available at the Hotel.
24 JANUARY

09:30-12:30 SESSION 1: Disaster Response and Relief
Facilitator: Iain Macdonald, Director-General, International Co-operative Alliance (ICA)
This session aims to understand the response of the cooperative movement and agencies to disasters. Learning from what happened in the Tsunami, participants should draw lessons on how to improve reaction time, relief and immediate needs assessments, and coordination of relief efforts to ensure efficient disbursement of aid in future disasters (earthquakes, floods, other natural disasters, etc). Discussions should also explore the role of government in coordination efforts and the relations between governments and cooperative movements in this regard. Should proposals emerge, clear roles and responsibilities should be assigned for follow-up.

13:00-17:30 SESSION II: Reconstruction Response: Cooperative Development Projects
Facilitator: Stirling Smith, Co-operative College UK, United Kingdom
The sessions aim is two-fold. The first is sharing information on activities in the Tsunami affected areas (current and planned projects) and identifying the level of collaboration / duplication (if any) and mechanism used among agencies in the assessment and implementation stages as well as identifying needs that still remain unmet. The second is to distil lessoned learned on mechanisms to improve sharing of information and coordination among agencies. Should proposals emerge, clear roles and responsibilities should be assigned for follow-up.
In the course of the session participants should respond to a number of questions including: how were assessments undertaken to formulate the projects; was the ICA assessment shared among agencies as agreed in the 4th Meeting of Agencies used or useful? Did agencies consult or exchange information among partners and agencies in the project development phase or implementation phase? Have any mechanisms been set up to share information including information on in-country collaboration, lessons learned, sharing cooperative expertise and access, documentation of the impact of international cooperative assistance in reconstruction? Has there been any duplication of activities and if so why? Are there areas of need that continue to be unmet and why?

SESSION III: Challenges faced
Facilitator: Stefania Marcone, Director, International Relations, Legacoop, Italy
The session is aimed at having a frank discussion between participants on the challenges they have faced both from a local partners and agency point of view. Participants should clearly identify the challenges which might include relations with government, communications, technical issues, information gaps. In this session the participation of local partners will be sought to distil both technical issues (for example current and future challenges of working with multiple agencies), political, information/coordination issues. Participants should seek distil lessons learned for future interventions and follow-up activity in Sri Lanka and Indonesia in particular. Should proposals emerge, clear roles and responsibilities should be assigned for follow-up.

13:30-15:45 SESSION IV: Turning mobilised resources into new and/or on-going support
Facilitator: Senior Director, International Department, Canadian Cooperative Association (CCA)
The session will focus on how to mobilise additional support for the needs still unmet and further promote cooperative development in the region. Discussions should also focus on improving the impact on-going support. Should proposals emerge, clear roles and responsibilities should be assigned for follow-up.

Based on the conclusions of the 4th Meeting of Agencies held in Berlin (Germany) in January 2005, this meeting is being organised to specifically share lessons learned from the Tsunami disaster response and development follow-up to understand challenges and best practices for the future, as well as evaluate the commitments made in Berlin to improve information exchange in assessments to avoid duplication of activities and respect of each agency's areas of competency.
The meeting will be held in Colombo and will bring together both development agencies and local partners from Sri Lanka and Indonesia. The meeting will include two-days of presentations and open discussion followed by a study visit to Tsunami effected areas.
The expected output of the meeting includes a report compiling cooperative development activities undertaken in Tsunami Reconstruction, a report on lessons learned and a proposal for future actions. These reports and the presentations made will be widely disseminated.
Each session of the meeting will have a facilitator and some background presentations to bring forward lessons learned (challenges and best practices). Discussions of the entire group will follow with proposals for future action identified, responsibilities assigned and agreed follow-up.
