The United Secretary-General has been requested by the UN General Assembly in its resolution, Role of Cooperatives in Light of New Economic and Social Trends A/RES/51/58, of 12 December 1996 to:
The UN Secretary-General's report on cooperatives will be submitted to the 54th Session of the United Nations' General Assembly. It is available in all officical UN languages from the United Nations Secretariat. English, French and Spanish versions are available from the COPAC and UN web sites.
COPAC Consultation Meeting on UN Guidelines on Government Policy Concerning Cooperatives
At the 56th COPAC Board Meeting in 1996, members discussed the implications of the resolution and agreed that Guidelines were both desirable and feasible. Accordingly, COPAC began preparing its contribution to the elaboration of UN Guidelines. A first draft of COPAC recommendations for Guidelines for Cooperative Development was drafted in May, 1997 and reviewed at the COPAC Consultation Meeting on UN Guidelines on Government Policy Concerning Cooperatives by COPAC member organizations and selected cooperative experts and cooperative development practitioners.
Guidelines Aimed at Creating a Supportive Environment for the Development of Cooperatives
A revised draft was reviewed at the 57th COPAC Board Meeting where the proposed Guidelines Aimed at Creating a Supportive Environment for the Development of Cooperatives were approved in December, 1997. This document was made available in both printed and electronic format to ensure wide dissemination to ensure that the final document would reflect the wider of view of the movement. The deadline for input was mid-October, 1998
On 20 October 1998, the COPAC Board met in Paris. It reviewed the comments received and amended the Guidelines taking into consideration all suggested changes. It approved a new and final version which was transmitted the United Nations for inclusion as an annex to the UN Secretary-General's Report on Cooperatives.
The UN Secretary-General’s report was submitted for consideration to the Commission on Social Development in February, 1999 where no government voiced any objection to the idea of Guidelines. The report will now be considered by the UN General Assembly's 54th Session for review and possible adoption.
